While the Attali commission report suggests a pure and simple repeal of laws Galland and Royer-Raffarin, and waiting for the opinion of the working group chaired by Marie-Dominique Hagelsteen with a view to completion of the reform of the industry-trade relations, Luc Chatel book "echos" his vision of a competition policy that vet the consumer at the centre of the concerns.
What do you think of the proposals of the Attali commission report, revealed by the press, to introduce greater competition in the distribution sector by "the repeal of laws Galland and Royer-Raffarin"

Each time that we have introduced more competition in the distribution that has proven beneficial for consumers. We began a reform of the Galland Act which will allow us to get out of an administered economy. The last step, in the spring, will be accompanied by a reform of the commercial urbanism.

The law adopted on 20 December by Parliament is an additional tool to more competition and transparency in trade relations for the benefit of consumers. Different actors were asking the "triple net", i.e. the total reintegration of the margins back: we have. The current context, with increases of raw materials is certainly new. But the fare increases to the distributors are not always linked to the evolution of commodity prices. More reason to freedom in the negotiation. Whenever it sought to build protections, this has led to a lack of competition and an increase in the price, as it was lived for ten years.
What is the timetable for the Government
The President of the Republic and the Prime Minister asked me to prepare the reform of the negotiability of the tariffs. Marie-Dominique Hagelsteen will we, to Christine Lagarde and myself, in early February its recommendations and for my part, I am continuing my consultations. The idea is to integrate it into the legislative package of modernization of the economy in April, which will also include a commercial planning component.
Who says more freedom, said more control. Should we not give additional resources to the competition authorities
We have a dual system in France, with an administrative authority, the DGCCRF, and one independent, the competition Council. We have already improved their cooperation. In 2005, they signed a Charter to reduce delays in the investigations, which are passed in eleven months, against more than two years. We must do better. If we want the competition to be a lever for the improvement of the purchasing power and freedom in this country, need us authorities able to sanction fast and strong.
For some suggested to transfer the management competition of the DGCCRF to the Council. What do you think
I think that the status quo is not desirable. However I would like to pay tribute to investigations of the DGCCRF, which are originally more of half of the assent of the Council decisions. The question is if the improvement of the existing system, for example through sharing, may suffice or whether to go further. It is a subject on which we are working with Christine Lagarde, in conjunction with Matignon and the Elysee in the General review of public policies.
What vision do you have today of the competition in France
We go out for a period of twenty years where competition has been a taboo subject, first for policymakers but also for a number of economic actors. We have changed to time. The competition is no longer a taboo subject. Should assume it not as a dogma, but as an effective means of developing the activity insufficiently open areas, improve the quality of service and lower prices.
A what sectors do you think
It must first recall what has changed in the daily life of the French with the opening to competition in some markets. Look at the air: today, we can make Paris-Nice for 30 euros. The average bill for a mobile phone, it is 30 euros, as in 1999, but with 50 of communications and more! Last example: fuels. The put price comparator in place at Bercy shows that, for the same trip, you can buy gasoline 15 to 20 cents cheaper depending on the pump when you do the full. A sector such as the pharmaceutical distribution, I support the idea to play the competition for several months. Roselyne Bachelot announced its intention to pass a number of self-service drug in pharmacies. This is very good news. But I want it go further, to give access to other channels of distribution products not prescription, as requiring pregnancy tests or lens products. In the banking sector, the statement of costs is an important step forward. But here again we must go further. I proposed to Christine Lagarde to the subject of banking mobility to the agenda of the Advisory Committee of financial services that we réinstallons on 31 January. We need to move forward on the matter, to jump the barriers to change Bank, real competition brake. This will be a site for 2008.
