It is never easy to return to the heart of reform also sensitive than those of pensions, health insurance or the dependency support in a few weeks of an election deadline. This is why Nicolas Sarkozy simply, yesterday in the Elysee Palace, before the social partners, to specify agenda 2008 these reforms, reaffirming a general principle on 18 September: review the division between what is solidarity, and thus to social security, and what is the individual responsibility, and therefore the insurance. Both valid reasoning for support of dependence for health insurance.
The head of State also stressed the need to "look at the problems of social protection in a comprehensive manner" and, therefore, "to the arbitrations, accept choices." Which, given the fact that Nicolas Sarkozy, knowingly, not raised additional revenue trail, involves the redeployment of future surpluses of the Unedic branch family, or in compulsory.

Several problems
But no announcement was expected to intervene in the appointment of method where the President ensured that the State would take "no decision without close consultation", he suggested "without waiting to grant a bonus of 200 euros to each of the beneficiaries of the minimum old age" (7.537 EUR per year for a single person), an increase of 2.6. It will be paid early in the second quarter, which "somehow an advance on future revaluations", namely the commitment to an increase of 25 by 2012. A few hours earlier, François Fillon had proposed an increase of 5 "as of 2008", which suggests, in the end, a sense of cacophony in the Executive Branch (see below).
This increase, that everyone finds it legitimate, will pose several problems. The cost, first, will be important. The Board of pensions had valued it at EUR 2.45 billion (i.e. a doubling of the current funding), if the 25 increase intervened at once, which will not be the case. By opting for the premium, the head of State limited effort to slightly more than 100 million euros in 2008 (couples, who perceive 1.8 times the minimum single person should receive approximately 360 euros). Because this will not increase the number of beneficiaries (600,000 today). But this does that push the difficulty. "Who will pay" questioned the trade unions. It will be like today, the old age solidarity fund, which should a surplus of EUR 627 million in 2008 but who has accumulated 5.3 billion of debts...
Also political consequences
The financial consequences do not stop there. Other benefits are usually associated with old age minimum (allowance additional disability, allowance for adults with disabilities, annuities accidents at work). Either the Government dissociates upgradings This is what it is in the short term with the bonus of 200 euros but Nicolas Sarkozy is also committed to increasing the AAH of 25 and associations are already mounted at the niche yesterday. The notes all at the same time and the cost will be greater (the AAH is EUR 5.5 billion).
The consequences will be also political. The minimum old-age, 63 of the net minimum wage today, expected to increase to 70 in 2012. But if, at the same time, the contributory minimum is not identified he increases the pensions of those who have had incomplete or poorly paid careers (85 of the minimum wage for an employee who had a full career in the minimum wage) , the gap with the minimum old age reduce. However, points out the orientation of the pensions Board (COR), "the income gap between the beneficiaries of the minimum contributory who had a career full and the beneficiaries of the minimum old age, of whom some have never worked, remain significant if you wish to continue, through the contributory minimum to work". A "priority" reaffirmed yesterday by Nicolas Sarkozy. The CFDT and FO urged it, therefore, meet the minimum contributory. An additional expense in sight.
